CTRL + ] and CTRL + [ not working

CTRL + [ and CTRL + ] are not working.

I've tried so many things to keep my game from crashing, trying to reset it. I even erased all mods, moved old folders out, repaired and started game, moved tray files back and said f the old saves, and my game still isn't working right!

Please, any advice welcome.
