"Delete lot " option removes only building. Changes of terrain will remain.

The "delete lot" option removes the building but does not remove the changes of terrain and the painted area,
So after demolition we need to flatt surface with the ground tool. It is not big problem but there is another trouble . After uploading to this lot of another house, the changes of land will disappear but the paint on the surface of the lot will remain, So we have after" delete" command not only to flatt this lot but also but also paint somehow. Maybe, however, it could be done as it was before the patch that everything from this lot will disappear? Painted terrain also.

Additional info though it does not have much to do with what I wrote above. 

All mods, cache folders and locathumbcache.package file - were deleted from game folder immediately after patch before switching on the game.
