Does the layering in custom tattoos do anything?

As the title asks, I've tried playing with layers, and they don't seem to actually do anything, or at least behave like layers do in art programs. For example I wanted to do a filled in heart with a black outline, so on an upper layer I used a heart stamp, and when I tried coloring red in a lower layer the red painted over the heart stamp.
