Download Button Green Out

I just started playing Sims4 and only have the base game and free stuff.

I've only been able to download a house before the download button grayed out on everything else I tried after that.

I've cleared cache, restarted my pc and made sure firewall wasn't blocking.

At this point I'm clueless on why I can't download anything from the gallery for the base game. Please help. Thank you.
