Emit never leaves

Is Emit supposed to be at your Sims home 24/7?   I ask him to leave and he does only to return a short time later.  If I travel somewhere or go on vacation he doesn't follow, but as soon as they get home, here he is!   He always walks to a fireplace to vanish.  I have deleted and killed him off but he returns.   He's a pain in the rear.
