Evergreen Harbor World not showing up!

The Eco lifestyle files show up in the proper folders in my "C" drive and so does the actual items in the game when I build or make a Sim in CAS. The problem is that the world itself doesn't show up when I go to click on Evergreen Harbor. I have tried creating a new Sim, moving a currently played one, or grabbing a random one from the Gallery, and all that happens after I click on Evergreen Harbor is a blank page showing absolutely nothing except my Sim in the lower-left corner. I have uninstalled and reinstalled the complete game 6 times, restarted in between, removed all my CC, repaired the game to no avail! I even tried installing and running it from my 1 terabyte portable flash drive to which I got the same response. I do not have the Legacy edition because my computer is not even a year old and I have all updates for my PC up to date including my antivirus software. what else can I do?

    You mentioned cc which tells me you are on either PC or Mac and not on console.
    Sound like you did do a lot of troubleshooting already so please bear with me.

    Here is what I recommend.
    Go to Documents\Electronic Arts\The Sims 4
    Rename The Sims 4 to The Sims 4.old to preserve your saves, tray, screenshots and mods folders/files.

    Run Repair from Origin by right clicking on the game on the Origin launcher.

    Start the game without adding anything back as a test.
    No Mods and No CC please to be sure there is no interference.
    You can add them back after testing on a brand new save.

    The game will automatically create fresh versions of all the folders/files.
    Create a new random Sim (not downloaded) just to test if you can see Evergreen Harbor.

    If the game works correctly you will need to test your mods /custom content (CC) to see which they are causing the problem.
    When adding/testing/deleting mods and/or cc it is important to delete the localthumbcache.package and any other cache files.
    Using the 50/50 method is suggested to speed up the process.
