Every NPC/Sim is wearing Paper Bag

I started a new save file and I placed my Sim in Business and Hobbies world. At first everything seemed fine, but over the last few days every single NPC is wearing a paper bag over their head. I do not have any Mods, but I do have CC (only build). It doesn't matter if what they are doing in the world they are ALL wearing these paper bags on their heads even Vlad (who just showed up at my door). HELP

Do you have the Eco Lifestyle pack, and is the We Wear Bags NAP plan active? This causes this to occur.You can repeal it by clicking on the Community voting notice board.

There is a feature in eco life style where sims can vote on community rules and the everyone wearing paper bags on their heads is one of them. If you Have Eco life style, try to check that, and if not it might be something related to that in the code? Hope this helps !
