I'm having the same issue with modify relationships not working. I've got no mods and all expansion, packs, kits etc
Did anyone find a solution to this?
@jessicakl835 Could you post exactly what you are typing ? Do your Sims have any special characters in their names ?

If you disable those packs for testing purposes, does it work again ?

You need to put some spaces in there.
ModifyRelationship Xochitl Luna Kareem Luna 100 LTR_friendship_main
You should have spaces after ModifyRelationship, Xochitl, Luna, Kareem, Luna, and 100. That is, after the cheat, the first Sim's first name, the first Sim's last name, the second Sim's first name, the second Sim's last name, and the relationship value.
