@nualla_6109Doubtful its going to happen. Put 50 sims in a room and let them interact with each other. It takes about 3 mins for the sims to start glitching out with their autonomy command log getting so backlogged, they get slammed into t pose hard reset.
If you want to try despite warnings, you will need MC Command to up sims in zone allowed, the mod More Roommates and of course, the University xpac. Change your lot back to residential and have your main sim place an ad for roommates. After the first 8 show up (or any number less) and you have assigned them beds in that house, lock the front door of that house to those sims. Fill all your houses this way till you get to your desired number. Let the crazy ensue. The only difference i've found between roommates and tenants is:
- no lease (but still get paid rent)
- no house rules in a tenancy agreement with roommates
- you can now sublet out water properties in Sulani!
- If your roommates get pregnant, they will move out. So having a family move in, is probably not possible. (I haven't tried though)
- now no loading screen between all your properties and all sims can be seen
I've run about 20 roommates and a family of 8 with decent results but some glitching. Can only imagine 48. Even the creator of the mod more roommates has said they cut the number down to 20 from 40, because it was causing stability issues in the game.
Run the game how it was coded if that's your preference, but trying to help people understand why the loading screen is needed between rental units. Without the loading screen, a house is no longer a house. Its a wall. That's just the way the game was coded. Because its a wall, sims will attempt to interact with each other continuously. The game was never designed to have 48 sims interact on that scale, hints the maximum 20 sims per zone. The game is struggling to have even 2 sims interact with each other. How well does "cook together" work? lol.
Going into the common area usage or lack thereof of the OP's post, because of the zone restrictions (20, remember a zone is the entire zone. Not just the lot you built in the zone), let's say you have 8 sims in your house and there's 8 sims outside walking around to fill the world which includes 2 dogs and a cat. That means the game limits the possibility of 4 tenants that can utilize the common area. It does not matter how many tenants you have, once the max slots are filled, there filled. The game also has to leave a few slots open in case the Grim needs to spawn or 2 firefighters come to put a fire out. So that leaves 1 slot available for a tenant to come use the common area.
If an outside event is happening like the night market, all the allowed slots are dedicated to that event which means none left for your tenants to come use common areas thus, none will spawn.
If you want to try and push the game past its limitations, there are ways and you may or may not be successful. But like any game, mods are required to do so.

@nualla_6109You don't control roommates. They come and go as they please. Go to work or school on their own. They do however, use the common gym and come dance in the party room all the time.
Again, I think For Rent, the 20 sims cap plays a major part in the lack of common space use, or the ability to peak into their apartment without going through the loading screen.The amounts of autonomy in Sims 4 VS Sims 2 is far greater. I think it's the same amount autonomy that's causing so many issues in game stability. Because Sims 4 is coming to its end of life stage, I doubt the devs are going to rewrite any major code to fix it. More so just bandage up what they can until Sims 5 is released.
