There is no "last exception" file. I've tried to attach the "last crash" file but I keep getting an error message that the file content type doesn't match its' extension. I also tried to compress it into a zip file but apparently that format is not supported. I've copied the contents under the spoiler tag as the file was not very long.
Also, I have another update. It appears this crash only happens when trying to edit community spaces outside of your active household's neighborhood. My active household are university students in Brichester's middle neighborhood (the one with the library and bar.) Previously, I had been trying to build a community space lot in Newcrest, as that is where I will be rotating to after they graduate; I hadn't planned on building one in Brichester. This morning, I decided to try turning the library into a community space and was able to flip between the different states with no crashing.
I knew that we would only be able to change the community space in our own neighborhood through gameplay, but I had been under the impression that they could all be edited from Manage Worlds. Apparently the game disagrees right now. This also doesn't explain the crashing when exiting CAS or when saving, but at least it's a start.
My sim (I only ever play one household) lives in Evergreen Harbour so I loaded up Britechester and the Mossy Lane lot, changed the lot type to Community Space and plonked down the Voting Board and it hasn't crashed. Have I not understood properly and tested wrong? I also had the crashing problem with this save until the hot fix patch fixed it.

The crashing wasn't happening when putting down the community board; it was happening when switching between the different states of the lot. I can build the generic community space with no problem, but as soon as I try to switch to the "community garden" and build that version, the game crashes.

So when you click on the Community Garden tile and it brings up the Building Lot screen for a couple of seconds that's when it crashes?
Can you move your Mods folder to the desktop, trash the localthumbcache.package file then load your game and try again?

Yes, that's the problem exactly. Removing the mods folder and trashing the cache file did not help.
