Yes, that's the problem exactly. Removing the mods folder and trashing the cache file did not help.
So, I did a bit more experimenting with this and i have some new developments.
First, this issue is actually exclusive to Newcrest. I hopped over to Willow Creek today and I was able to switch both a Generic and an empty Residential lot to a Community Space and switch between the tabs.
Additionally, whatever is going on with Newcrest is not actually limited to the community space lots. At first, I thought the problem might have been switching from residential to Community Space (hence why I tried this in Willow Creek later), so I tried switching the lot that's been crashing to Generic first. The game crashed when I tried to go back to Manage Worlds after making the change. I then tried a different lot in Newcrest-same thing. So, even if I wanted to turn those lots into parks or restaurants right now, I couldn't. They're stuck being residential.
Later on, I want to try placing a community space lot from the gallery directly from manage worlds and switching the lot type from there. It's worth a shot.

Thanks for the feedback and more testing. Again though I managed to create and change a Community Space with no issue in Newcrest ☹️

Ok, so after even more testing, I've determined that the problem is actually only limited to two lots in Newcrest, not the entire world.
I only had two blank lots in Newcrest when I installed Eco Lifestyle. I had initially planned on having those two lots be the community spaces so I wouldn't have to move any families around. However, I was getting desperate last night so I hopped into build mode in the house next door, saved the lot to the library, and plopped it down on the bugged lot (which allowed me to leave it as residential.) Surprisingly, this worked fine. I then moved the family from their old lot to the new one, and after checking that I could still enter the lot and go back to manage worlds, I then went to their old lot and turned that into a community space. I was able to build all 4 lot types with no crashing.
The same can not be said, however, for my other blank lot. This was causing the same crashing issue as the first one. However, when I tried to plop down the house next door from the library, the game crashed when attempting to return to manage worlds meaning that I wasn't able to move the family. I also have no idea if any of the other lots in the world will cause the same issue if I were to try and switch them.
I've attached a screenshot of my Newcrest highlighting the lots that do not work. (The ones circled in red) and the one I was able to make work by moving a family (circled in green.)
