Game freezes and can't pause/interact

Time freezes in the game after like 10/30 seconds of opening it. The environment still moves and makes sound, but you cannot interact with the game or any of the people and even notifications. 

I have CC downloaded etc but it is all updated along with MCC Reports everything in there has been removed/updated/fixed so I dont know what the issue is.
