"Game Loading" when it is not

I can play with my current household as usual but I cannot access build mode, CAS, travel, or save my progress. Anytime I hover over these buttons it says that "Game Loading is in progress” when it is obviously not. I have done a game repair and I do not have any mods installed. This is definitely a glitch in the game and it is annoying as heck.
