I don't think this is a bug.
It is possible to garden in San Myshuno by using a garden pot, planter box, or vertical planter. You'll also need a bee box or insect farm to meet the Green Gardening requirements. Most apartments have more than enough room for a bee box or insect farm and several planters. I've done this myself so I'm certain it works.
@Sketch793 , yes it is just a game, but I do also agree with @siirysiir that this shouldn't be a NAP that is forced on apartment dwellers, for the simple fact that most apartments in San Myshuno are very small, and while it is possible to fit all that that particular NAP requires, it isn't practical, especially if you have more than one Sim in the apartment, or want to have other activities for your Sim etc. 😞 With some of the cheaper apartments, I have difficulty with space as it is! 😅 While this isn't as much of a problem in the more expensive, apartments in San Myshuno, or the one house that is in San MyShuno, or the apartments in Evergreen Harbor, it can be a problem for Apartments in San Myshuno, especially those in the Spice District or the Arts Quartar! 😢

I don't want any NAP forced on me, so I turn off NPC voting. It's a very easy solution but I understand that other people might want to leave voting on. I just think you should expect to get some unwanted NAPs if you do make that choice.
I don't think Greener Gardening is impractical for small apartments. You only need 2 tiles of floor space for Greener Gardening if you use a bee box and a garden pot. I don't think there any apartments too small for that. Even the insect farms only need 4 tiles of floor space and some of that space can be shared with other objects, including the single garden pot you would need. I'm not suggesting large scale gardening.
This thread started as a bug report by @LeissaMyst based on the idea that it's impossible to meet the requirements for Greener Gardening in an apartment. My original response was to show that those requirements can easily be met. My solution works and it's well within the intended design of the game. If you don't like my solution, find another one, such as repealing the NAP, moving, or simply paying the fine. I don't think there's any need to add special limitations to Greener Gardening, or any other NAP, based on the presence of apartments.
