Has the frequency of random events, like lotto, changed?

I'm trying to work out if I'm having an issue with the random events (e.g. lottery, skill day, etc) or if it's expected behaviour. I usually start new saves in Spring and was sure that I used to always get a lottery event in the first Sim week of gameplay. However, I recently installed on a new laptop and have not had the lottery appear at all. I had played my first save for about 2 full cycles (i.e. Spring through Winter) and have since started 3 different saves and also had no lottery event. 

I also don't think that other random events are working properly but tend to cancel out ones like Neighbourhood Brawl and Talk Like a Pirate, so can't say 100%. However, I'm sure I've had ones like Skill Day and Rebate Day appear in the calendar but then the little pop up hasn't shown on the day. Recurring events, like Winterfest and Love Day, appear in the calendar and work as expected.  

I play on PC with mods, but have tested by moving the mods folder to the desktop and starting a brand new save and still ran into the issue. I've tried starting a save in a different season and tried a different season length in each save. I have also tried repairing the game and clearing the EA app cache.
