Hello what would be the minimum system requirement for a SIMS 4 open world?

Hello fellow Sims-ersd. I recently started playing Sims 3 again... (I'll tell you was that real adventure just  to reinstall ( about 16 CD/DVD i think) - painful LOL) ... I saw how great it was to have the open world travel option on the game. My Sims encountered neighbors and friends on her walks with her dogs throughout town. I remember that in Sims 4 they had mentioned in a previous u-tuber interview with one of the big Ex at Maxis that they had to remove the option due to older systems still in use when the Sims 4 product line came out, and so to allow them to use the game Maxis limited many of the older options available in the previous Sims 3 game, like open World travel, in the newer Sims 4.

This brings to my question Sims Gurus - what would be the "Minimum" system requirements for Sims 4 to have an open world capability like in the older Sims 3 product line?
