For everyone reading, I managed to prevent the Reaper's Rewards quest from showing up in a save that had never had it, even though other saves did have it. If you want to try:
- Load the game and disable Online Social Features, in Options > Game Options > Other
- Quit and remove accountDataDB.package from the user folder
- Load a save that has never "seen" the event
I believe that saves with the event already running will still have it but didn't test every single combination of factors. So please let me know what you find.

@puzzlezaddict wooo I have to try this and see it if works for me. One question, does deleting the accountDataDB.package delete the items you obtained from the login event. Can someone verify.
I really do not understand why we have to constantly find workarounds when EA could just add in an opt out button. Events should NEVER be FORCED on us.

@keekee53 I absolutely agree. Daily rewards should never be something everyone should participate in, especially when there's players out there that play The Sims 4 for a very specific purpose and events like this are a conflict for those players. Not allowing players to opt out of this is just bad business IMO, especially if it's causing tons of frustration.

@keekee53 Deleting accountDataDB.package can reset your progress on the tasks for the event, but it won't remove the items you've already redeemed from your account. And after the latest patch, it won't remove the first set of login rewards either—these were added to the base game because of how many players lost them through no fault of their own.
You can always simply remove the file rather than deleting it, and restore it if you don't like the results or you want to go back to playing the event without losing progress on the tasks.
