I can't put the plots

I wanted to prepare a new save for a new game. I cleaned all the plots, put the restaurants, and then nothing works.

In construction mode, nothing appears on the site for placement. On the city map, when installing, both through "install" and through "install and leave", the game depends after clicking the "confirm" button. Only exit from the game via "alt+f4" helps

Reinstalled the game, updated. The problem does not disappear.

I learned empirically that only wedding areas and parks are located. Trade, rental housing, cocktail bars and residential dots are not accommodated. I haven't checked the rest. It doesn't matter if I place them from galleries or libraries, the result is the same
