I have a problem with mods and starting the gameplay

When I launch the game, the add-ons, both purchased and free, don’t load, and it tells me I need to update the game if I want to place a sim from the expansion pack on the map, even though the game is updated. Also, when I create a character and try to give them an apartment, the game kicks me back to the character creation options. I can’t play!!! :( please help (btw im playing on pc and i hope that everythings grammatically correct)
