@CircuitD Are you using the Off the Grid lot challenge? If so, that's a known issue and the reason these lots won't load in live mode.
You can remove the challenge in Build mode.
If that's not relevant, please run a dxdiag and attach it to a post.

I can confirm the "Off-the-Grid" challenge is a cause of the infinite loading bug. I took it off the lot and now can load in.
I created the save file from empty lots (meaning clean save) loading every single lot in build/buy mode and I do not have an off the grid challenge applied to any of the lots that are not loading. Maybe that is the issue with some people but not with my infinite load screen. Also I played those lots in the past so yes I am sure that is not it. Unless the game applied the challenge all on its own when patching, which I wouldn’t be surprised with how sloppy the patches are
