Is it possible to disable Sims' cellphones?

I am playing in console, 8 Sims household, with full autonomy. They all start using their cellphones. If I cancel the actions of all Sims, when I come back to the first he is using his cellphone agai...

    No. Just give them an order to do something else. Notice that you can queue up more commands for them to do.

Thank you. I am actually trying the Big Brother challenge - this means no orders. Guess I'll have to live with it.
