Please specify exactly what problem you see with growing sheltered plants. I assume that you water and tend them as needed.
Remove the counter in the bathroom. Counters are for the kitchen. If you must have one in the bathroom put something on it so it can not be used for preparing food.
So, counters are to never be put in bathrooms? And apparently you don't know much about how it works. Cooking ignores the counter slots. I completely filled mine up and it still did it.
Do you have any kitchen counters in your own bathroom? I know of no one that has that.
I put one item in the center of my counters when trying to cook I got the expected wave ( I can't do that ). If you are able to continue cooking anything that requires counter space. despite putting an item there it is likely caused by Mods or CC. To test move your Mods folder to the Desktop and delete localthumbcache.package. Then test the game.
Move the juicer indoors to use it during winter.

If it is broken then repair it. So far I have never seen the juicer break though. I was starting to believe that it could not break.
Level up in skill so this doesn't happen as often. Already at level 2 fabrication you will see a decrease. If you don't like being sprayed level up making candles. When a project fails the bits and pieces are refunded. Tip: have a woodworking table. Things you craft can be recycled and you get handiness skill. produce also can be recycled.
At the time It was failing 4 out of 5 times, I was at LEVEL 7 fabrication. So, your "theory" is wrong. And the Bits are NOT refunded.I lost almost 400 bits THIS MORNING trying to make a single chair. So, are you saying it's NORMAL for the thing to fail or break 4 out of 5 times? Sounds like a BUG to me.
I do not create theories I test stuff. While it breaks occasionally none of the other helpers here have been able to make it break that often especially not at level 7. This may be a mods issue so I suggest you test for that as described above.
I can't reproduce any of this and it is not a known issue. I recommend you take this up in a separate posting so some troubleshooting can be done.

No, which is why I suggested you made a separate thread on this so it can be looked at and people can tell if they see the same.
I tried for almost a WEEK to replicate the bug with multiple plants reverting to "just planted", I couldn't reproduce it, yet MANY users still reported it. Are they lying?
No they are not lying. It was confirmed long ago and there is a bug report on it. Though it is not really a case of it reverting to just planted as it can still be interacted with as a mature plant and next harvest they are normal looking and can be harvested after which they again display as just planted. It seem to mostly happen with spliced plants. I have not personally seen it happen to plants that were not spliced.
This is caused by going from a poorly decorated room to one that has better decoration.
That would be good, if that ITSELF wasn't a known bug. The "Poorly decorated" thing is a current known bug created by ECO. Rooms no longer get anything better because ITS BROKEN. Believe me, I tried. Even tried Fobbing it with my own mod. Beautifully decorated simply doesn't work any more.
Since all my rooms are now nicely decorated (it helps having a level 10 painter) I only see this when they enter the house
I know. But some lots like the SCIENCE LAB are not available to "visit" at 5am when harvestables spawn. So, if you want plants on a lot to spawn, you have to stay there for at least a day? Sixam? The science lab? (how?) Commercial lots? Parks? So, what? I'm SUPPOSED to go around to EVERY LOT and spend a day there each time if I want to pick a flower? BUG. And please, don't tell me how seasons works. I have over 3,000 hours in the Sims 4, over 10,000 across ALL sims games. I know how things work.
The workaround as already mentioned is to grow the necessary plants at home. I can't say if this issue will ever be fixed as there is an easy workaround.
New power generator options for Off The Grid? Broken.
Fabricator? Broken.
Juicer? Broken.
New home billing system? Broken.
The above things are all confirmed to be working. If you have problems understanding how they work feel free to ask in a new posting.
So, all the Bug reports hundreds of users have been putting in and adding to are what? Fantasies? So, the Billing system isn't broken? The 103 responses on that bug report are what? All in their minds? Go over to those forums and post it that you've decided they're all wrong and its all in their minds, I dare ya.
I have seen no other mention of these things being broken but plenty of them being working
I saw a posting claiming that bills did not work (yours?) and another helper answered with photos that clearly showed that they worked. Here is my current bill
As you can easily see I get the rebates as I should and I do not currently produce enough power myself (Central heating is on).
I understand you're trying to help, but you're not. These are bugs. Trying to gloss over them, make excuses, and bury your head (and them) in the sand just to keep everyone happy just so the company can make more money at the expense of the players is wrong.
My only interest is helping people with their game recommend workarounds for known issues. And if no one can reproduce a reported issue with proper testing then recommend trouble shooting steps such as removing Mods and CC temporarily.
Some of what you have posted are bugs but the majority mentioned in this thread are not.
To properly test: Remove all Mods and CC delete localthumbcache.package and start a new game for testing.
I'm a troubleshooter. It's what I do. Been doing it for over 30 years. Everything from Tier 3 desktop support to Tier 1 server and domain design, implementation and management.
I know the devs don't care about fixing bugs. Most of them are simple to fix. I've done it myself, so have many other modders. They fix a few token bugs here and there to placate everyone but eventually everyone's going to finally realize it and say that's enough. The company won't do that until it starts effecting the size of their wallets.
I want to help the people too. As I said, troubleshooting, finding problems and suggesting fixes is what I do. And I've done it for a LONG time. But you must see that it's pointless? Sure, you can research a problem test it a dozen different ways to verify exactly what's broken and what needs to be done to fix it, but what's the point? YOU can't fix it. You can only report it to the company. And the company has absolutely NO interest in fixing it. I've done this with bugs in the past. Found out exactly what was broken, down to a single line of code. Reported it, and it was forgotten. This was years ago and they are STILL not fixed. They don't care.
The company has no interest in fixing bugs. They keep releasing completely broken games, making things worse and worse. All you can do is what? Find work-arounds? Find mods that fix it? "Oh, just forget about that bug, it's not a big deal anyway. It doesn't need to be fixed because here's a series of steps you can take to bypass it..."
Geez, you can't even see it, can you?
I'm bowing out of this conversation. I never expected it to get anywhere anyway.

I can only consider things you have mentioned here and the fact is that a lot of it is not bugs but is confirmed working such as bills and other things you mentioned. That aside there are a lot of bugs still present in the game. I can document these so they hopefully gets fixed and in the meantime provide workarounds if possible.

You can deny it all you want, but I'm still trying to figure out what's broken, since NOONE else will.
I've figured out part of it. The power generation devices are definitely broken. Going through the code, I've discovered in certain circumstances, the devices like the ground wind turbine will actually DRAIN the power from your storage by almost 500% more than it should add to it.
I'm just not sure yet what those circumstances are. I made a mod to remove that unknown enormous "drain", and the power generators are phenomenally more stable. I also slightly increased the power generation so you won't need like 8-10 to "break even", now you only need 4-6.
I'll be looking at the broken fabricator and juicer next when I'm done testing the power generators.It looks like the huge drain is only effecting the wind turbines and not the solar panels. Ground turbine has a random drain of 490%. Roof turbine's drain is around 200%.
I won't be fixing the broken billing system since another modder has ALREADY posted a fix for that.

From what I am seeing on this and other sites there are quite a few people trying to figure all of this out, so you should not feel like it is just you who is working on this. Some of these things have been difficult to reproduce. I've been tracking daily my energy bill for about 75 in-game days and I have not seen any unusual power drains or other unexplained fluctuations with the energy and water billing system. Five renewable energy sources has been the break-even number of devices for me all along. This is for a 60k Simoleon, medium-sized 2 bedroom, 2 bathroom house in Brindleton Bay with quite a few electrical devices (computer, TV, stereo, oven, refrigerator, all that kind of stuff). I'm not using any mods that affect energy bills.
This is a typical energy bill I will see with 5 renewable energy sources (two upgraded ground-mounted wind turbines, one upgraded ground solar panel, and two roof solar panels) and one upgraded dew collector for a water source. This day was partly cloudy with no wind. I see better numbers on sunny days or on windy days. It does drop in the negative at night but over-all the average has been right around 0. I had 3 days in a row with the same weather and the same day-time energy bill rate of +7.81 per day.
I have done a lot of green upgrades to the plumbing and electrical appliances and I am using many off-the-grid lights. These things made a large difference in my energy bill, which I would have to believe was the intent of the developers. The Eco footprint for this neighborhood did change to "green" about half-way through my testing so all of these upgrades appeared to have an impact on that as well. I wanted to grab a screen-shot for a sunny day, but well you know how the weather in BB is xD Here was the next change in weather, which was cloudy with more wind.
I'm not sure what would happen to a non-upgraded wind turbine if it suffered a lightning strike but perhaps this might have something to do with the large energy drain in the code? I can only guess on that for now, I've been waiting for it to happen in my game but so far it hasn't. At any rate I haven't been able to capture any large changes in the energy bill during my testing.So yeah, I mean there are quite a few things with the NAPs that bug me, but so far I haven't been able to reproduce any problems with the energy, water, or rent billing systems.
