There is no need as I have found the solution. The babies I'm currently playing with happen to be from an alien abduction pregnancy, and the game has enabled the male sim to breastfeed for them only. This does not happen to other babies. It appears to be an intentional feature to override his gender settings in this specific case.

Make sure to test a new male Sim on a new save before moving on to putting your save back.
