manage worlds does not work

Steps: How can we find the bug ourselves? manage worlds does not work
What happens when the bug occurs? Since the life and death update, I have been unable to "Manage worlds". It is greyed out and says "not available in this mode" I've gone through this form/discord. Gone through all the steps. Reviewed some of the old threads. Thought some of the saves were corrupted, removed those. Still nothing. Thought - ok maybe my entire game is corrupted. Un-installed and then re-installed. Repaird as well. Deleted all of my saves so that maybe this would re-set this problem. Still unable to manage worlds. In game, I've also tried turning off tutorial and tutorial quests - still doesnt work. Created a new saves, on and off. Still nothing. I dont have Mods.
What do you expect to see? Manage worlds to not be greyed out.
Have you installed any customization with the game, e.g. Custom Content or Mods? Never used.
