Mod objects available but not actions

Hello,
I've been struggling with mods working in Sims 4. Currently, the mod I am trying to use shows objects in-game but not actions. Would there be any particular reason for this? Below I am listing the things I have tried. After doing step 5 the mod disappeared from the Sims 4 read "script mods" altogether. Anything helps!

1) Script Mods Allowed: On
2) Custom Content: On
3) Restarting game: done
4) Make Folder End In .package
5) Try New Resource.cfg: done
6) iCloud Drive: off
7) Repairing the game: done
8) Watch the Creator's How to Install Video: done

    @TBSEarly What's the mod? If the mod has a ".ts4script" file in it, it can't be more than 1 folder deep.

    Also, number 4? the folder name itself doesn't have to have ".package" in the folder name, I'm not sure what that'll do to the game. I'd take that off. That might be what's causing the problem.
