My lot is overlapped by in-game buildings

My lot is overlapped by in-game buildings, and this thing occurs in nearby lots in the same area.

I don't know how to describe it.

I tried to bulldoze a lot, repair the game, and even uninstall and reinstall the whole game. This bug still occurs.

If anyone has suggestions, please tell me because I love this lot so much.

    @tBuOH 

    Move your Mods folder to the Desktop and delete localthumbcache.package. Then test the game in a new save.
    If it works now check for updates to your Mods and CC. Add it back a little at a time while testing until you have found all that are broken.

    @tBuOH Did you use TOOL at any point ?

    There's an issue with missing structures but I've not seen them overlapping like that.
