No Longer able to create and occult sim

I can no longer create an occult sims even though the dlcs are paid for and downloaded. I have no mods or CC commands on my accounts anywhere. I have epic and steam inked to EA app. I have uninstalled reinstalled game and dlcs both together and separate and restarted pc. I also lost my cloud saved games.
