No new families in San Sequoia?

Hey, I have 6 empty houses in San Sequoia but I am pretty sure this is the only neighborhood where I never get new inhabitants? This isn't a population limit issue - the other 9 towns I own work just fine and I 'll randomly find that units have been occupied every now and then. I couldn't confirm this is a bug, at least not a known one? (FWIW I don't have mods or anything either.) Thanks in advance.
