NPC sims walk underwater in Bramblewood (Henford)

I have noticed in the lot near the Bramblewood, all NPCs crossing the water to reach the land end up walking into the ground and into the water, walking underwater, then climbing up the side. It is extremely jarring and happens anywhere the sims crosses the water in that area. It seems there was supposed to be a bridge or log they should walk on. Is there any way to fix this? It really ruins gameplay for me.
