Photos black/missing image (wall & inventory)

Steps: How can we find the bug ourselves? I don't know. There are previous threads for this issue from a little over a year ago, however the only resolution seem to only be for Mac users.
What happens when the bug occurs? All photos, including the family portrait are black and show no image of the photo taken. This is happening to current families as well as families that I haven't played.
What do you expect to see? The actual image of the photo taken. They are fine when I view them in my sims 4 screenshots folder (although the really old ones no show a gray scale.
Have you installed any customization with the game, e.g. Custom Content or Mods? Yes
Did this issue appear after a specific patch or change you made to your system? Neutral/Not Sure
I have literally only recently began experimenting with custom content and the only mod that is installed is Road to Fame - all of which were downloaded from about three weeks ago. the issues with the photos/portraits have been going on for much longer, I was just hoping that it would fix itself. At the moment, this issue affects both old and new photos taken with both the phone and the camera, as well as the large family portrait..
My Computer Is older model HP all-in-one that was upgraded to Windows 10 and still has plenty of space. I have provided screen shots of what I am experiencing as well as my current game settings, which has been this way since installing this game.
please help if you can, and do not hesitate to let me know if you need any additional information regarding this issue.

I reset the Sims 4 folder using instructions for another issue and it worked perfectly. My sims pictures appear in full detail and all has been restored in my sims life. If this issue arises with another simmer this could be a viable solution. I included this link that I used below.
