Piles of dirt/ ash by my lot line wont go away

Right outside of my lot line are 2 piles of dirt/ash, it won't allow my sim to throw them away. It also won't allow me to go in world and stand directly outside of my house and throw away either, says no trash can close by... When I shift + click it doesn't have the destroy option (see pics for reference). I have restarted and repaired my game, but they are still there, driving me insane!
