Power shut off

Hi all

I can see that my issue has had similar questions asked before but i couldn't find an exact match to my query so apologies if i am duplicating.

My sim family has had bills delivered, i have had both adult sims to try to pay these bills through the mailbox, computer and their phones. They go through the motion but the money never leaves the household funds. I have 3 wind turbines which are working on the lot and the solar cell roof from eco living. So now they are left with their twins and no power. 

I have tried deleting the mailbox and using a different one, removing my mods folder and emptying the cache folder, coming out of the game and loading again vanilla style and nothing works, so i still can't pay the bills.

I've never had this problem before the new patch so i don't know if that is an issue, my game is playing up since that patch with sims freezing and not staying in bed even though there isn't any music playing and their energy is in the red!

Any help with the bill paying situation would be great please.
