I found something on Tumblr, it's a Mod where you can choose your highschool mates.
They wrote that the NPC's have a role such as mean sim or football club member,...
Im guessing that this is why other NPC's that you created won't show up, it's just not possible.
Haven't tried the mod out but it is by konansock
