You need to turn on the world objects cheat:

1. Type bb.showliveeditobjects and hit Enter/Return
2. Click on the search box in the lower left corner and hit Enter/Return. Do not type anything in the search box
3. The catalogue will change to Show All. Filter by the Eco Lifestyle Pack and scroll down a bit, you will see the three different types of this fence

You DO NOT need to enter any other cheats, just the above.
