Randomized Cottage Living NPC'S

Hello, I hope someone on here could possibly help me. Everytime I start a new save, the original NPC's in cottage living, for example Creature Keeper and Shop Owner, are randomized. They are not the ''orginial'' ones. I have no mods or CC, if that is relevant, and I have tried putting them into the world and giving them the hidden traits and careers, but nothing is working. I have tried downloading MCC and doing some things others reccommend but that doesn't work either. I do believe there is a possibility that I am doing something wrong, but I am sincerely asking for help or ideas to fix this.
