Is there a known bug where it doesn't resume play for the most recent household played? I did a new save as to see if that would work but it still takes be back to the same household, even though I haven't played that family since before the recent update.

That said, yeah, I can see how it would be annoying to a builder. I would ignore that button and only use load game if I were.
Nothing really changed for me since I always used Load Game, so I agree with @daikoyu's and @xochiquetzl_xkvn's suggestions for that. Even though I kinda miss the old buttons, I do like the new thumbnail and comments like "<yoursim> missed you!" or "Unsupervised sims? You better check on them." as @xochiquetzl_xkvn mentioned.
That being said, I agree with @01osa and @xordevoreaux that "resume" should take you back to Manage Worlds of the last game saved and not immediately into the last played household.
