Not which type of Sims spawn Fans NPC

Any passing sim that are not themselves famous or at least introduced to the famous sim will be a fan.

Also, I see that the generated fans NPC have generated a specific fan behavior trait too

For example touchy fans, etc

Will the trait be gone later? or stay in the already generated fans NPC?

Yes, it is random. If you later play one you will see that the traits you mention disappear if they have made a successful introduction or the celeb have introduced herself. They are generated when they meet a celeb that outranks them.
