I'm not entirely sure what the Scare Seeker Lot Challenge is meant to do, either. I'd also equipped it. I'd equip it on my actual house, if only. How long are our sims to wait on ...visitors unknown? ...Special visitors?
I do, indeed, own all occults packs as they're all my simulated prides and joys. Although, my gothy girl sim (freshly made from the CAS oven just for this RRE) has only yet been visited by the Fruitcake Gang aka the Welcome Wagon, followed later the next day by little Olive Tinker ..for whatever unearthly reason a child of Evergreen Harbour would knock at the door of an unknown young adult in the Crick Cabana of Willowbrook. Innit Sims, though. Love them for well executed absurdity, not so much for not.
I have to be honest. I'm enjoying this event much more than the last one, but I'm yet to see anything come of the Lot Challenge.
My girl's building her Magic and Medium Skills. I intend to briefly set little Crick Cabana as a Haunted Lot, and hope neither the lot change nor the Paranormal Investigator career will mess with Grim's Event. We shall see. My sorcerer also has Gardening and Cooking to max, and I'd surmise, whichever level of Fishing will catch a sim an angel. Week one has otherwise gone very smoothly for me. I've been able to claim all rewards (with mods in ;P but, here, it seems that doesn't matter).
EDIT: Update. I'm since seeing the purpose of this Lot Challenge. My sim has received gifts (only Vol 3 Fishing, as yet) from other sims getting a proper scare off her lot. She's now in a Haunted Residential..which hopes to make things more interesting. However, one issue remains. Whilst other sims are 'excited' for good scare, my active sim has only once acquired this buff. She's still mainly getting spooked. Should I also purchase her the Brave Trait? She's completed four Aspirations (two Magic and two Cooking) and is currently at uni working towards Education for a fifth. She has enough points for it. Still, that seems to defeat the point. Yeah?
