I do not have one. Not actually complaining but wondering if anyone else's is missing. I have restarted a couple of times to check.
@Bluegayle I just read that "According to the Spanish version of the patch notes for today's The Sims 4 update. The pulsating shopping trolly icon is being tested on select players and not everyone will see it".
I don't have the shopping cart either I wonder if its cause I have all the DLC's already for the game.

Happy to know it wasn't just me that it was missing for!
From what I've seen, its being tested on select players. I am one of those players.
They changed the glowing pulse to a circle icon when it has something to show you, which I find less intrusive than the pulsing it was doing before.
