Recruiting sims for resistance

I'm playing sims 4 journey to batuu and I need to recruit 3 people to the resistance. I have tried talking to batuu citizens befriending them but the inspire the join the resistance opti ok n doesnt show up. I am rank 2 and I have level 2 charisma skill. Am I doing something wrong or is it glitched?
