No, not without mod (MC Command Center). I think it is because sims can at the moment not split household on her own. It would be very strange if Cassandra Goth would marry Malcom Landgraab but still live with her parents. I am sure they will add these things if more players want this in a vanilla game, especially console player cannot mod so I hope the team will not abandon NS in half-finish state.
I use NS in my modded game, and it works perfect as long you take your time with it and decision for each household what they allow to do. Generally, I disable all things and end the week I decision which new townie can die, and which townie is allowed to make a baby/pets-army (and then can die) So, I hope they will add wedding + Divorce and maybe allow to age specifics households, because I normally play without aging or only aging for my active played household.
