Says lot isn't owned by Sims

I just moved my sims to a new lot (using move on the phone) and now when they do anything that you have to own the lot to do is not working, I get a tooltip that you have to own the lot to do that action. I've tried to put several things in my sims inventory and decorate for the holiday with no luck. I've also tried repairing the game, also no luck.
