Sim Can't Watch TV

I dont know which update it was this year, but none of my sims can watch tv. I have tried different housholds in the sims and different worlds, I have repaired the game, I have uninstalled any mods, and I have deleted my orginal save file. Nothing I have tried has fixed this oddly specific bug. I click the "watch tv" action and there a slight twitch as if the sim is about to do the action, but the sim just stands there.
