I dont know which update it was this year, but none of my sims can watch tv. I have tried different housholds in the sims and different worlds, I have repaired the game, I have uninstalled any mods, and I have deleted my orginal save file. Nothing I have tried has fixed this oddly specific bug. I click the "watch tv" action and there a slight twitch as if the sim is about to do the action, but the sim just stands there.
I'm also experiencing this problem. I noticed that if I have more than about 20 mods in my mod folder it causes a sim to reset their position. If I try to have them do a different action beforehand the watch tv action will appear in the queue, but will cause them to reset their position anyways. I've also done the steps to test on a clean user folder with no mods, and the glitch is still present.
I followed the steps exactly for the "clean user folder approach" and the bug is still present.
