Sim Can't Watch TV

I dont know which update it was this year, but none of my sims can watch tv. I have tried different housholds in the sims and different worlds, I have repaired the game, I have uninstalled any mods, ...

lag
live mode

    I followed the steps exactly for the "clean user folder approach" and the bug is still present.
