Sims 4 custom music won't work, loud sound plays

What expansions, game packs, and stuff packs do you have installed? Cottage living, Cats & Dogs, Seasons, City Living, Get to work, Get Together, Snowy escape, Discover University, Vampires, Realm of magic, Parenthood, Dine out, Spa Day, Outdoor retreat, Tiny Living, Backyard stuff, Perfect patio, Toddler stuff, Romantic garden, Luxury party
Steps: How can we find the bug ourselves? Not sure, it might be playing from my headphones but it only happens with the custom music tracks i put in, i was on a call with a friend and they said they could hear it too despite not hearing my game or me screensharing it.
What happens when the bug occurs? An ear-piercing screech noise plays when I play my own custom music, which i made sure were under 320Kbps and are MP3, i shorted them down using audacity, too, just in case that's information of any use.
What do you expect to see? My custom music working.
Have you installed any customization with the game, e.g. Custom Content or Mods? Yes, i've used a lot but i'm not sure if this interferes with anything, none of my mods edit music so i don't see why they would. 

Edit: Turning off my custom content and scrip mods did not stop this from happening, so it's safe to assume they don't effect the music.
Did this issue appear after a specific patch or change you made to your system? No

I've seen other people talk about this issue when cottage living came out with that pack, but i've put all my custom music in the "pop" category, so i don't know if this is a similar issue. I also found that by turning down the "music" option, the noise itself doesn't become quieter at all. Please help!!
