Sims 4 For Rent Gameplay Issue

I just built an apartment complex and I moved my sim in as a tenant and she lives on the 3rd floor and I can’t get her to leave her floor. I try to make her go outside and when she starts to leave she goes into the bathroom and has the little bubble with the can’t move thing above her head. I don’t understand why she thinks the exit is in her bathroom. I can only get her to leave in and out if she flys in her bat form.
