Sims 4 pop ups only showing one option

This started happening yesterday, before that this question had at least two options that this sim would have been able to choose between so the skill is high enough. I also do have the parenthood pack.
Is the teen or adult sim getting the call also either a parent or caregiver that's been adopted in addition to having high enough parenting skill? If they are and you are still not getting the multiple choices, then I suggest a game repair. There are either the one choice you show in your pic or three choices when you have higher skill for those particular pop ups.

The adult, with parenting skill of 9 nearly 10 who used to get every possible choice is getting just 1. I have already done a repair, uninstalled any CC, and did a full uninstall then reinstall and it's still occurring.
Ok then, let's see if we can narrow down the problem further then since the sim has the skill levels to get the choices.
Is there any other teen or above in the household that is getting the phone calls? If there is, are they getting the choices if they get a pop up from a phone call?
Have you tried in another household to see if the same thing is happening there?
Have you tried in a new save? Or in a new user folder?
Since you said you tried without CC, did that include without mods too? And did you delete the localthumbcache file as well? If you have any mods that allow you to alter a sim in any way, have you changed anything on the sim where you aren't getting the phone calls?
