Sims 4 tile placement broken

I have taken out all my cc and mods. And every time i go in the game to place down tile, it starts placing tile everywhere my cursor goes! And then it wont let me delete furniture! And when i go to exit, it freezes and i have to go into task manager to shut it down. Please help! (Yes i have tried restarting my pc and repairing the game)
