Sims 4 won't allow me to use university dorms.

Hello, I am playing the Sims 4. My teen sims applied to university, aged up to young adults and were accepted into university, but when I go to enroll them I do not get the option to put them into university housing. The only two options available are stay at home and off campus housing. Whenever I select off campus housing and try to select one of the dorms, it says it's only available through enrollment. Please help! I've tried moving out my mods folder just in case one of them was conflicting with the game: didn't work. I tried checking to see if the lot was specific to the university and all dorm housing is set to the correct university. I don't know what to do anymore.
