Sims can't get married even though both are on same lot

Game Packs: Realm of Magic, Strangerville, Jungle Adventure, Parenthood, Vampires, Dine Out, Spa Day, Outdoor Retreat. Stuff Packs: Nifty Knitting, Tiny Living, Laundry Day, Fitness, Bowling Night, Vintage Glamour, Backyard, Kids Room, Romantic Garden, Movie Hangout, Spooky, Cool Kitchen, Perfect Patio.
Steps: How can we find the bug ourselves? I suspect that if you complete the Serial Romantic aspiration and then try to get married you're likely to experience this issue.
What happens when the bug occurs? I'm trying to get my Sims married but when I click on the wedding arch the get married option is grayed out and it tells me "Your Sim's fiancé isn't around. Invite them here first" even though both of my Sims are on the lot.
What do you expect to see? I expect my Sims to be able to get married since they are both on the same lot as the wedding arch.

I want to clarify that when I encountered this issue my game was running without any mods or custom content. I have one mod installed on my game right now (MC Command Center) which I installed to try to fix the issue.
I have tried several solutions I've seen on threads to try to fix the issue:
1. One of the Sims (the groom) that I'm trying to get married had completed the Serial Romantic aspiration so he had a lot of romantic interests. Before installing MCCC I tried inviting over all of his romantic interests (this took a while) and asked all of the ones where the game gave me the interaction to just be friends. After doing this everyone except for his fiancé had a neutral or negative romance bar but when I click on the wedding arch it still said my fiancé isn't around.
2. I was worried that maybe the Sims with the negative romance bars were causing the issue so I installed MCCC and used it to delete all Friendly and Romantic relationships he had with the Sims he used to have some form of a romantic relationship with except for his fiancé from the relationship panel. But even after doing all this the Get Married option from the wedding arch is still grayed out even though my Sim's fiancé is around.
3. I learned from some other threads that the game doesn't let Sims marry a Sim in their employ and both of my Sims were in the Acting career (the groom is a level 10 actor and the bride was a level 5 actor) so I had the bride quit her job. This still didn't fix the problem.
4. After trying all this I left the game and waited a day. Before going back in I clicked to repair the game on Origin. My Sims still can't get married even after waiting a day and repairing the game.
After doing all this I don't know what else I could try. Any help would be appreciated.
I'll also add that I had downloaded the bride from the gallery so she was already a level 5 actor and had a bunch of skills when I first added her to a world in my save. I worry that maybe the person who had played with her previously had her in some romantic relationships and even though her fiancé is the only person she had any form of romantic relationship with in my save maybe this could be causing the problem? Probably not but I really don't know what else could be causing it at this point.
